Revelation 17: 15-16

Meaning of Revelation 17:15–16
Revelation 17:15–16 explains that the “many waters” under the prostitute are peoples, multitudes, nations, and languages — representing the whole world — and that the ten horns (kings) will destroy her, fulfilling prophecy of God’s judgment on a corrupt religious‑political system .
Verse 15 — The “waters” explained

The prostitute herself represents a corrupt, worldwide religious‑political system opposed to God (cf. Revelation 18:2, 7) . Her “seated” position denotes authority and control over these peoples .
Verse 16 — The ten horns and judgment
The angel continues: “The ten horns which you saw, and the beast, these will hate the prostitute and will make her desolate and naked, and will eat her flesh and will burn her utterly with fire” .
Ten horns = ten kings or kingdoms allied with the beast (Revelation 17:12–14) .
They will turn against the prostitute — the corrupt system — and bring her destruction.
The imagery of “making her desolate and naked” and “eating her flesh and burning her with fire” recalls Old Testament judgments on idolatrous Jerusalem (Ezekiel 16:39; 23:25) .
This destruction is human‑initiated (by the kings) but part of God’s plan, occurring as the final battle with the Lamb approaches .
Theological summary
